Step-by-Step Guide to Obtaining a Gun Permit
Step 1 — Study the legislation or take a course
For a first-time application, it is recommended to study the Weapons Act and the Penal Code, or to complete a specialist preparation course. Courses are offered by, for example, the Tactical Shooting Centre (tlk.ee) and Lasketiir Tondi (relvex.ee). The course includes theoretical lectures and a practical component — handling weapons and shooting.
For a first-time application, first aid training of at least 16 hours with a certified medical professional is also mandatory.
Step 2 — Psychiatric assessment (online at DocuMental)
⚡ Important: complete the psychiatric assessment BEFORE visiting your GP — without the psychiatrist’s report, your GP cannot issue the health certificate needed for a firearms permit.

- a valid identity document — ID card, passport or driving licence
The psychiatrist assesses your mental state during the video interview and based on your Digilugu health records. The certificate is uploaded to Digilugu immediately after the appointment and becomes available to your GP straight away.
Step 3 — GP health certificate
After receiving the psychiatrist’s report, your GP conducts a medical examination and issues a health certificate.
Step 4 — Submit your application to the police
The GP’s health certificate and other required documents must be submitted to the police within three months before the certificate expires. After submission, a police officer will arrange the time and place of the exam. More information: politsei.ee
Important Information
A psychiatric assessment is mandatory both for first-time applications and for renewals of firearms permits.
Confirmation cannot be given if there are mental health conditions that could endanger the applicant’s own life or the safety of others — serious mental disorders or mental and behavioural disorders caused by the use of narcotic and psychotropic substances (including alcohol).
